IHC stays meeting of DRAP’s promotion board
ISLAMABAD: The Islamabad High Court (IHC) Wednesday gave a stay order against the meeting of promotion board of Drugs Regulatory Authority Pakistan (DRAP) and also served notices to Ministry of Health and Establishment Division.
The court directed the respondents to submit para-wise comments against the petition within two weeks.
A single member bench, comprising Justice Miangul Hassan Aurangzeb, conducted hearing on a petition, moved by Director DRAP Abdul Rasheed challenging the promotion board meeting.
Petitioner’s counsel Ali Nawaz Advocate pleaded that other civil servants were also working along with DRAP employees in the department. He said that these employees had not been given equal opportunity for promotions, adding junior DRAP employees were being given priority.
He informed the bench that the promotion board meeting of the department had been summoned for Thursday by the authority where the members of departmental selection board had been called. The lawyer prayed the court to issue a stay order against the board meeting which was accepted by the bench.
The petitioner prayed the court to order for preparation of rules with the approval of cabinet body under sections (m)7, 14(1) and 15(5) of the DRAP Act. It further prayed to declare the departmental promotion committee, set up for the appointments of directors as null and void.
It further said that the policy board, promotions, acting charges and other steps should be declared as illegal on violation of DRAP Act. It prayed the court that the civil servants working in the organizations, should be promoted on basis of their seniority. – APP
