The bomber struck shortly after noon in front of the Kabul Passport Department, where passports were being issued to the Taliban and their families, according to the department. According to the department’s schedule, passports are issued to the Taliban and their families every Thursday.
Thousands of people usually gather in front of the Kabul Passport Department every day to collect passports. Officials of the department had earlier asked the clients to be disciplined and wait for their turn outside the office. A number of Taliban soldiers have been deployed in front of the office to organize and protect lives.
The Kabul Passport Department was closed to customers a month ago due to technical problems and reopened last Sunday.
