The Khyber Pakhtunkhwa (KP) government is gearing up to introduce a new law aimed at reducing the powers of the police and ensuring stronger accountability measures.
The amendments to the Khyber Pakhtunkhwa Police Act of 2017 have been prepared and are expected to be presented in the provincial assembly soon.
A copy of the amended bill has been obtained by Mashriq TV, revealing significant changes. According to the proposed amendments, citizens will be able to lodge complaints against the police directly with the Chief Minister. Additionally, the authority for police postings and transfers will be shifted from the Inspector General (IG) of Police to the Chief Minister.
The bill further states that any death or serious injury in police custody will trigger an investigation, and failure to file an FIR or respond to emergency calls will also result in disciplinary action. Misuse of force, rude behavior, or the use of derogatory language will be grounds for public complaints.
Moreover, the text outlines that action will be taken against police officers involved in illegal land grabbing or offering unlawful support. The newly formed Police Authority will have the power to conduct independent inquiries, collect evidence, and take final decisions on investigations. This authority is expected to address shortcomings in law enforcement performance, improving public trust.
Another key aspect of the bill is the introduction of an effective public complaints redressal system. It also mentions that the Police Authority will keep sensitive information confidential during investigations and will submit an annual performance report to the government at the end of each fiscal year. The report will also be presented in the Provincial Assembly within three months.
