Concerns for lethal new intoxicants
The Khyber Pakhtunkhwa government has decided to introduce some legislation against the escalating use of drugs. The purpose is to initiate legal proceedings against those who endanger their lives by experimenting with new drugs. In this regard, it has taken aboard the Departments of Excise and Taxation and the Department of Law and Parliamentary Affairs. It has given them the task of amending the existing law. Moreover, the grading should be done of the already banned 87 drugs included in the Khyber Pakhtunkhwa Substantial Act 2019. It has told the Department of Law and Parliamentary Affairs to hold debates on the issue in the coming sessions of the provincial assembly.
It may be recalled that on the sixth of August, the Jamaat-i-Islami MPA Inayatullah Khan tabled a move in the KP Assembly for a full-fledged debate on the issue. His suggestion was based on a news item published by the daily Mashriq. The news item stated that in Peshawar and Islamabad, some anti-social elements had prepared a lethal new drug. It was developed from cocaine and some other banned items. Those who used this preparation suffered brain hemorrhage and heart attack. Within a short span, scores of young people had died.
The use of drugs is not a new phenomenon in KP. Poppy cultivation is common in the settled areas as well as in the former tribal agencies. In neighbouring Afghanistan, its cultivation is more widespread. But the solution to this menace does not lie in empty rhetoric. A comprehensive strategy should be launched in coordination with the top experts. Laws against drugs already exist. Similarly, punishments for drug users are given in the books of law.
