PESHAWAR: A three member of Supreme Court of Pakistan headed by Justice Gulzar Ahmed on Tuesday slammed the Khyber Pakhtunkhwa (KP) government’s “dismal” performance, saying that no work has been carried out in the public sector development.
The bench was hearing a suo motu case related to the rising number of breast cancer cases in the country. During the hearing, Advocate General Shumail Ahmad Butt said that the KP government has allocated Rs3 billion for sitting up a breast cancer facility and PC-1 of the project has been prepared. But Justice Gulzar remarked that “You only make PC-1. There is no implementation.”

Justice Jamal Khan Mandokhel said that the real problem is the unavailability of human resources in the country, saying that machinery worth millions of rupees has been brought but no one knows how to use it. He further said that there is not a single oncologist in Balochistan province.
Advocate General Khyber Pakhtunkhwa Shumail Butt told the court that KP government has issued health insurance cards called ‘Health Insaf card’ under which every citizen can avail free treatment up to Rs1 million. But Chief Justice Gulzar Ahmed said that you would have allocated Rs5-6 billion so that people would continue to eat from it. “Even X-ray machines are out of function in the KP government. There is also no oxygen system.” The Chief Justice remarked people from top to bottom have been recruited on favoritism in the hospitals of the province.
Later, the apex court directed federal and provincial health secretaries to submit reports on breast cancer treatment facility in each province. The Supreme Court also summoned the Balochistan Health Secretary for the next hearing and adjourned the hearing for a week.
